what to do with my makeup?
i have tan skin.
bright blue/green eyes
brownish hair with lots of blonde highlights and going to get rehighlighted next week.
i have a roundish face.
and small lips.
normally i wear brown topaz eyeliner on the top and bottom and then brown/black mascara and then chapstick.
i just am bored with my makeup.
i like the natural look but i dont think it is for me.
i dont want caked on makeup either.
i just want something nice 
You should try to experiment with colour for a change. If you're afraid to change your look too drastically, choose light shades that go on sheer and choose colours with shimmer. The reason for choosing shimmer is that if you do not blend your eyeshadow properly, it would not be very obvious that you did not blend properly. Since you have green/blue eyes, you could try shades like lavender or violet. It suits your eye colour well. A cool minty green shade will also help create a soft look.
You should try to use some blush and gloss too. It brightens up your face, gives it some colour but still looks natural. Looking natural doesn't mean going bare faced. If you have good skin, a light dusting of loose powder, some light eyeshadow, blush and gloss will be ok. And mascara is also good. It's the one product that helps open up eyes more than any eye make-up. Your eyes will look bigger instantly. Always curl your lashes too (at the base, then the middle and the tips) before applying mascara. (remember to gently press it) For a look that is not too dramatic, two coats of mascara should do it.
If you are more adventurous, you could try the smoky-eyed look (instead of using black eyeshadow, you could try warm shades like bronze or copper or other shades like cobalt blue and even silvery grey shades. Shades of darker purple will also be fine).
Also, when shopping for make-up, remember how to spend your money. If it's base make-up you're buying, it's legitimate to spend more as you use it often. It's also ok to splurge on lipstick and blush (and make-up brushes etc). But you can scrimp on anything sheer like lipgloss, eyeshadow, mascara (unless you have poker straight lashes that are wimpy and short but i don't think this is the case for you) or anything trendy (like coloured eyeliners, coloured mascaras etc).
If you want something simple and convenient (read: you do not want to waste time trying to find colours that match or carry too much products along) then you could try investing in a make-up palette. It's portable and the colours are already matched together.

As you have tanned skin, a peach blush should suit you or any warm shade. stay away from too pink blush as it'll just look weird on you (i am tanned too). Or you could try a bronzing powder as blush. It gives a nice effect but remember to use a light hand or it'll look too 'dirty'. if this does happen, then use some pink blush over it to soften the look and counter the 'dirty' look.
